Event Description

The Institute of Purchasing & Supply of Hong Kong (IPSHK) welcomes and fully supports the comprehensive package of measures announced by the HKSAR Government on October 30th, 2026 to combat bid-rigging and related anti-competitive conduct in building maintenance and renovation projects.

IPSHK notes that the proposals—developed in response to the findings of the Independent Committee in relation to the fire at Wang Fuk Court—include the targeted criminalisation of serious anti-competitive conduct (bid-rigging, price-fixing, market sharing and output restrictions) involving tenders for building maintenance and renovation works, enhanced penalties and enforcement powers under the Competition Ordinance, the bringing of the new offence within the scope of the Organized and Serious Crimes Ordinance and the Independent Commission Against Corruption Ordinance, and strengthened inter-agency coordination among the Hong Kong Police Force, the Independent Commission Against Corruption and the Competition Commission. These measures mitigate risks and further enhance the principles of fair competition, transparency and accountability that underpin sound and responsible procurement.

IPSHK strongly supports the Government’s three-pronged approach of legislative reform, coordinated law enforcement and frontline prevention. This approach mitigates the risk of collusion and fraudulent practices, ensures value for money, and restores confidence in the procurement and delivery of building maintenance and renovation projects.

In alignment with these objectives, IPSHK will:

1. actively promote awareness of the proposed legislative changes and the importance of competitive and integrity-driven procurement practices among our members;

2. collaborate with the relevant stakeholders to uplift the professional code of conduct among procurement professionals through seminars and workshops; and

3. continue to advocate for high standards of ethics, transparency and compliance across the procurement community in Hong Kong, and work constructively with the Government, the Competition Commission, industry stakeholders and professional bodies to support the effective implementation of the reforms.

IPSHK is committed to strengthening the integrity of Hong Kong’s procurement and to supporting the successful implementation of these important reforms.
